Might I suggest that you delay this maybe by 1-2 weeks.
Because usually mid to end of April is a mixed bag when it comes to weather - can be anywhere between sunny warm spring weather to chilly cold/windy with rain.
If you come in early to mid May, you'll be guaranteed good, warm-ish weather

That kind of sucks, We like to go on our anniversary so my Wife might not like the idea of pushing it back even though I don't mind. But as long as it doesn't flood and considering we're not driving I'll be okay with the weather.

It won’t flood. April can just be very gray and borderline depressing. But you will probably enjoy yourself nonetheless.
Is it possible to change the date you want to visit? Both Toronto and Montreal do not have black neighbours in the way the U.S have neighbours like Harlem etc. Toronto does have Little Jamaica which was the centre of the Caribbean community for a long time, but it is a shell of it’s former self.
But if you like to experience Black/Caribbean culture I’ll suggest going to Toronto around the time of the Toronto Caribbean Carnival (aka Caribana) which will be the end of July/ early August in 2020.

Also, be sure to book your hotels early, especially Toronto. The room rates can get crazy expensive esp during Sun-Thurs, due to large influx of business travelers. Montreal to a lesser extent.

Update:
Me and my wife sat on the idea of delaying the trip to May and decided will go to Montreal in the 2nd week of May. We just couldn't resist going out the country and visiting a city as unique as Montreal.
So we're set on Montreal and well be renting an AIRBNB instead of booking a hotel.

have fun, Montreal would be my choice from the two
Ottawa is just a short drive or train ride away from Montreal. If the O.P. decides just for a quick change to see a more Anglo-culture based Canadian city to balance out his experience in Montreal, then perhaps he ought to take a one day trip to visit Ottawa. I know Ottawa is no Toronto but it is Canada's national capital and he'd get to immerse in a lot of Canadian history, even in one day's visit one can take in a lot there. Just my suggestion.
O.P., don't forget to bring your passport. I always like to remind fellow Americans who don't often travel out of the country.
