I've lived in Ottawa and London. Commute in London isn't the best, but then in Ottawa you are likely to have a much longer commute. Communities in London are smaller, schools are smaller, and for raising children I prefer that.

Commutes in Windsor are very quick - there is a crosstown expressway and traffic flows well through the whole city. In general, there are more urban neighbourhoods in Windsor than there are in London.

Ottawa for sure. It's such a green clean city that's easy to navigate around. Ottawa consistently wins the best city in Canada to live in. My second cousins love Ottawa, they have lived there for over 12 years and can't say enough positive things about it.
