In Canada, healthcare is administered by the government (provincial governments) and generally the provincial government divides the province into health regions which are responsible for hospitals, primary healthcare clinics, public health clinics, some nursing homes, etc within that region. As such, there aren't too many private recruiting agencies. The health regions themselves do the recruiting....and they're all hiring because like everywhere else, we have a severe nursing shortage. The largest academic health region in Canada is Capital Health in the Edmonton area, their careers page is at
https://www.capitalhealth.ca/Careers/default.htm. They are recruiting internationally as well as locally - I don't know if they need more recruiters, but it's worth checking out. Also, there is a company called Trillium Human Resources who recruit within Canada on behalf of some health regions.
