It compares foreign aid for Ukraine (excluding refugee support outside of Ukraine) by Western country as a percentage of donor country GDP. I am a bit surprised Canada ranks so highly compared to other countries. The data covers the period Jan 24 to Apr 23 so the comparison may be different now
Figure 5 is interesting too. It compares total dollar amount of military aid by Western country. Canada ranks 5th.
