Not to defend the term or criticize it but in Canada the "vizmin" numbers are often used to establish objectives for minority hiring. For example, a city with X % of visible minorities might set a target for having X% visible minorities in its workforce.

Well it is a complete contradiction to the term "colorblind society". It's an awful term and honestly it's pretty embarrassing.
