Cardboard box under the bridge down by the river tends to keep costs down.

Five years ago I would have said Winnipeg or Saskatoon but ...

housing prices have increased alot everywhere ...there is no cheap city anymore

Windsor, Ontario has been suffering lately so I imagine housing would be
cheaper there

Montreal rents are usually cheaper than other large cities
(especially compared to Toronto)

Out of the 1mil plus cities Ottawa seems to be most affordable. Its also a city where the job market is also decent.

Out of the 250,000 to 1mil places I would have to say Windsor also. If you can land a decent job in Windsor (high unemployment) you have better Purchasing Power Parity than anywhere else in Canada. Being on the US/Can border with all that Detroit retail competition tends to keep retail costs quite lower than anywhere else in Canada. Also, good neighbourhood decent housing is a relative steal there right now.
