Yep - that is why you can see some senior discounts - if you are only on the road 15-20 miles a week you are less risky for usage than the person putting on 40 miles each day of commuting ...... Even if per mile the older driver had more risk

Have him shop rates with an independent insurance broker. Progressive used to be one of the cheaper carriers, but in the last several years they have really raised their rates and are not as competitive as other carriers out there any more.
