And why would anyone reach into an area where a cat is hiding knowing the cat is completely terrified? No wonder she was biten.
Yeah, a very stupid move...she clearly knows zilch about cats. My mom's cat is very anxious and when he gets into "fear mode" he doesn't trust anyone, not even us...we sing to him to calm him down, LOL...works every time, I suppose the silliness of it overrides the terror, though it would probably make most humans run for the hills...!
Surely there are legal penalties for this? Where I live, shooting a handgun outside is a criminal charge, and shooting an animal is infinitely worse. She needs to be incarcerated.
Did you actually read the article? She was charged with animal cruelty. Incarcerated? Really? After being attacked by the cat? How did she know it didn't have rabies?
Let your pets wander free and be responsible for what happens to them rather than blaming others if they are shot. It is the owner's responsibility to keep their pets safe and on their own property.

I actually agree that she should be incarcerated, she intentionally fired a gun on someone else's property, I'm pretty sure that's illegal, not to mention irrational. A cornered cat will almost always lash out, this behavior is not limited to "rabies only" cases. If anything, this woman's actions indicate that she has a mental imbalance more than the cat's actions indicate anything but normal cat behavior. Someone that quick to pull out a gun and shoot is an obvious danger to society and should not be allowed to have a gun...if she wasn't a "good shot" that bullet could have ricocheted off the trailer and ended up killing someone's kid or something.
