I don't walk them, but my cats are harness trained, and they drag their ropes behind them when I take them out into a fenced yard, where I stay with them.
They generally come in when I tell them it's time.
For walking, I would think the thing to do is set up a routine. Walk her the same way for the same length of time each day, then bring her inside. She soon will know the routine. Try to guide the walk so it ends up back at your door.
If getting her back to the door is the problem, you'll have to pick her up. If she struggles and fights when you pick her up, bring a carrier with you and when it's time to turn back, pop her into the carrier and carry her back that way.
When you get close to your door, try putting her back down and allowing her to walk through the door on her own, ending with a nice treat, to make coming home just as pleasant as being out.
Eventually she may decide that turning around and walking back under her own steam is preferable to being put in the carrier, and she will be trained.
keep some treats in your pocket too to coax her alone if she doesn't feel like going. or treat her at points along the way so she looks forward to going that way. the more she walks the longer she can go
Jasper will walk around on his harness, but mostly he thinks the outdoors is too scary for him, and he wants back in the house, by his down comforter, and hot blanket.
yes, it's the only way Henry is allowed out! Being an ex-streetwalker, he does miss the outdoors. When it's nice outside and I have time, I will take him out on the leash. I don't really have a routine, I just let him go where he wants to (except for under anything I can't follow) and keep hold of the leash. Usually he just wants to wander a little and eat grass! One time we walked all the way around the whole block - he was tired by the end of it, and traffic had ramped up which unsettled him. He's also very good about sidewalks. Any time there's traffic, or someone turning into their driveway or coming close, I shorten up his lead and keep him close.
