Neighborhood cats have chased all birds from my mother's property. Legally, there is nothing she can do, as it is legal here for people to let their cats roam in unwilling neighbors' yards.

Neighbors here leave their cats out on the coldest nights. These cats will walk up to strangers wailing piteously for warmth and attention. If I weren't badly allergic, I'd be tempted to take them in.

I wonder whether these irresponsible owners even bother to have their animals spayed/neutered and vaccinated.

I consider it pathetic that there are no laws against this irresponsible, cruel and inconsiderate behavior.

To top off these people's recklessness, Mom's cul de sac is maybe a fifth of a football field's length from a major road with swiftly-moving traffic.
