My cat actually did the EXACT same thing. We moved into a place with stairs for the first time and our cat would not go up or down the basement stairs. He was terrified if we carried him. He had no problem with the carpeted stairs to the 3rd floor. I I got a super long carpet and ran it down the basement stairs and suddenly my cat had no problem.

I can see where carpeting can make all the difference where they can get a better grip. This thread is about a year old & I don't recall if the OP's cat Charlie ever resolved his stair issue or not. But anyway, welcome to the forum. Lots good people here that are totally owned by their cats.... me included.
