How to teach a Kitten Fear?

The kitten was back yesterday. I was out in my yard working on the JeeP and one of my Cocker Spaniels was with me tied on a long rope. The kitten came right up to my barking dog and he lunged to eat the cat and got his nose clawed again. The kitten then stayed in the bushes out of reach but the dog was going nuts trying to get to it. I finally had to put him in the house.
Last night we had a knock on our door about 8:30 and it was nearby neighbors returning our cat but I informed them it wasn't ours but the people next to us. The kitten had been stalking and jumping out at their pitbulls.
I wonder if this kitten was taken too soon from its mother and siblings, it seems to have mental problems. maybe it is a touch feral?
I grew up with cats and sometimes the males sprayed even after being fixed. I hope that is not going to be the case with this one. The owner did say she was going to have him fixed when he is old enough and she hopes it will calm him down a bit.

A kitten old enough to be put out and fend for himself is a kitten old enough to neuter. Most likely, the kitten will not live long enough to be neutered.

As for the kitten "calming down" after he is neutered. A kitten kept outside is never going to be socialized, which means he is never going to "calm down".

Your neighbor needs some education on raising a kitten. Poor little thing, what a miserable life he's going to have if someone doesn't step in.
