We cut our cats nails ourselves and not too long ago poor Langley really bled bad. I was afraid we would have to take him to the vet but it stopped bleeding after a very long 15 minutes. . Found out the hard way that a styptic pen has a rather short shelf life. Wondering about the powder?
I didn't know that about the quick receding with regular trims. Interesting. I've caught a quick a time or two over the years. Never more than a drop or two of blood, and the cat didn't even seem to notice. I'm the one who felt awful.

My experience has been that the powder will last a long while.
I've never had a cat's nail bleed, but the styptic powder works great on dogs and lasts a long time. I poured out a small pile and stuck the bleeding nail into it so the tip is completely covered. I'm sure it would work just as well on a cat.
