I would think nutritional deficiency or like a previous poster mentioned earlier "pica" is a possibility although cats sometimes just chew on things for some unknown reason to us.
I had a cat one time that I kid you not would eat ANYTHING that she found on the floor. We had to like baby proof our whole apartment every time. One time she knocked over vapor rub off of the coffee table in the living room, the lid must've fallen off of it, and she ate a heaping bit (surprised it didn't kill her since camphor is so toxic to cats). She would eat plastic, small pebbles, strings from fabrics, any loose pieces from the sides of rugs, and sometimes we'd catch her trying to eat the carpet. If any cat had pica...I'm nearly sure this one did.
I just remembered something about my last cat that passed away. Occasionally I would catch her eating and swallowing the clumps of fur that are always present on carpet. I stepped up my vacuuming a bit but would still find her doing it. She died at a fairly young age, about 8,she was having liver failure. I often wondered if she had swallowed something she shouldn't have, like an errant Tylenol that fell to the floor and lost that she found. I guess I will never know what happened exactly.

Mine runs to the refrigerator to lick cellophane and any plastic bags he can.
For mine I figure he's looking for moisture and I give and show him a fresh bowl of cold water, which he ignores.
Keep the cellophane locked away when you leave the house.
I believe Rene (poster above) hit on something about items containing fish emulsion. That totally makes sense.
Just divert him to something positive and he'll be onto the next thing.
My one cat is muching holes in stuff that's crocheted with acrylic yarn. She either spits it out or swallows it and then throws up. But in either case it doesn't help the item too much with the hole. He has a couple of things which are special munchies too.
I'm thinking about finding something which he hates the taste of and spraying it on the pieces. Maybe that will disuade him. But its hard to patch a crocheted pillow cover....
He doesn't go after anything else, just yarn, especially the stuff I've reused. Must have interesting smells on them....
The cat may be attracted by the sound. Try getting some toys that make a similar "crinkly" noise, and see if that helps. It might. I believe Kong makes some.
My boy cat, Scooter, loves to chew on any plastic he can find. I order all my canned cat food online, and it comes in boxes with heavy plastic wrap. I'll often find him trying to chew off a piece of the plastic overwrap and have to chase him away. If I tear a plastic strip off a package of meat or cheese, he will try to grab and chew it.
Ironically, he is terrified of plastic grocery bags though.
My daughters cat loves plastic grocery bags. The goofy thing has managed to get them stuck around his neck, stuck over his head, has run the house terrorized by a stuck bag, but still hasn't learned to leave them alone. Every trip back from the store, the cat starts nosing the bags the moment they are in the door. He's a hot mess.
