Cat keeps trying to eat cellophane

My daughters cat loves plastic grocery bags. The goofy thing has managed to get them stuck around his neck, stuck over his head, has run the house terrorized by a stuck bag, but still hasn't learned to leave them alone. Every trip back from the store, the cat starts nosing the bags the moment they are in the door. He's a hot mess.

My wife always cut through the handles, but they still got the bags to 'chase' them once in a while.

We had one cat who ate ( attempted to) the Christmas tree tinsels, or garlands, so we had to stop decorating our home with it.
