I have one of those and it does work well, but it’s such a wicked looking tool that I hesitate to use it because I’m afraid of hurting her when she resists and squirms around.
As it turns out, I am the one who ends up wounded as Fluffy doesn’t hesitate to bite me when she doesn’t like how I’m handling or touching her.
It is "wicked" looking...but the idea is to keep the smooth rounded part against the skin at all times. If you do that...You can't nick the cat. Of course,, I know, easier said than done when they are squirming around.

I hope it works for you!!! If not, I would call around to the groomers and ask if they have experience in kitties. We dont have any Kitty groomers around me, but one of our local Puppy Parlors here has much experience w/kitties. Our Sasha (MC)used to get mats and we ended up taking him to the PP and for a grand total of 35.00, they washed, shaved, washed again, massage/conditioned skin!!! And they were so good at their job, no sedation required. We've even taken Iggy there for his bath as well and they did the bath and full groom on him, 30.00. Well worth it IMO when you can find someone good like that who wont stress kitty out. Not to mention you and your house. I know we highly regretted trying to bath Iggy....that what a painful nightmare and we're still needing to replace the shower doors from his total freak out! Not worth it when we can find someone else to do it easily and calm for Iggs.

The OP has stated there are no cat groomers in her area, which is why she's asking advice on eliminating the mats herself.
Yes that is true and I have no idea why, I've even called dog groomers and asked if they do cats...
I ordered that tool that Shelby posted, if that doesn't work I'm going to have to take her to the vet & have her shaved down
