She needs to be locked up somewhere where she can be dried out, become drug free and THEN maybe she will think more clearly and can start from there.


Otherwise, her brain is just addled and useless.

No. You don't know what medications/drugs she was taking. They can warp her thought processes. Her choices may be voluntary or they can be involuntary. She might be suffering from mental and/or physical illness. We don't have enough information.

Being locked up in rehab doesn´t cure anxiety and depression, and her illness is not her choice.
She won´t be cured from her addictions unless she really wants to. Being locked up doesn´t help either.
