Of course not....there are more character actors than movie stars....

they get interesting parts sometimes because of their unusual or odd or funny or guy-next-door appearance.

That might be true to an extent over men, but there are many fine actresses who are not deemed to have star quality as far as looks.

Linda Hunt, yes, awesome actress for many years...Tilda Swinton, etc.

Personally, I think that all actors do not have to be good-looking, villains and extras' looks don't matter as much but those aren't the ones most people care about or remember. While alternative cinema isn't based on looks as much as Hollywood movies can be, blockbuster main characters rarely aren't handsome/pretty. Even those characters supposed to look homely aren't really that homely.
