2 phones, 1 plan, shared? (Verizon, microsoft, email, saving)

Is it possible to have 2 phones, 1 plan, and have it shared by 2 people cheaply?

I'm looking for unlimited calling and unlimited texting for a cheap price. Someone was mentioning it would cost $140/mo for 2 phones with the unlimited/unlimited plan.

I think you can do better than that if you aren't going to have a data plan. IIRC, a u/u/u plan (including data) would be that much.
