App to Sync or update my contact information when it changes (iPhone, Android)

Does anyone know of a mobile and/or desktop app (preferably does both, but really interested in mobile right now). That will perform the following:
If someone has my contact information, and my contact information changes (say I get a new mobile number), the people that have my contact information in the address book of their smart devices, will get that information automatically updated.
I know you can do something like this if everyone that you want updates from is on facebook (I do NOT want that), but some app which possibly has some sort of cloud service and sends down updates to everyone else that is using this app/utility.
I know I've seen apps for the desktop that will send out a notification to people that have my contact that so and so has changed their info...I want something that will automagically update. Looking for something for iphone or android, or blackberry or all the above.
What you asking for requires the ability to access and change data on someone else's device. That would require that each one grant those rights. Sounds like a no to me, but I could easily be wrong.
