Looks like it was hitting all 3G & 4G customers. I woke up this morning to find my phone in 1x mode. It was just like I was using AT&T.

Verizon 3G/4G data suffers second downtime - SlashGear

Right at this moment I'm back on 3G, but still have no 4G. If you have a 4G device and have no data, try putting it in "CDMA only" or "3G only" mode. You should pick up 3G, which is better than nothing.

Consider yourself lucky! It does appear that only 4G customers are affected, as you can "fix" the outage by temporarily turning off 4G from your device. Still a real PITA. I miss my 4G.

My 4G is back up and running as of around 8pm local time last night. Verizon credited me for a month of smartphone data + a month of hotspot. $60. I'd rather not have the outage in the first place, but this helps ease the pain.
