In the US, the FCC mandated this feature many moons ago. With CDMA devices, the E911 services can utilize your GPS coordinates in case of emergency.
Glove box phone is a great suggestion.

A while back, an agency (cannot recall which one) was offering to take old cell phones from people who were upgrading, and gave them to women who were in domestic violence situations. This gave then a means of calling 911 when needed.

Such types of donations are often done with local police or sheriff offices. It is an excellent use for unwanted/unneeded phones.

The last few times I've bought a phone from Verizon (we always order on the web or via phone), they have included an envelop for one of those organizations in the box.
