I want to save money on phone conversations and text messages as much as possible.
I own GSM Android 4 smartphone that support wi-fi and two sim cards. ( it's Chinese f9300, clone of Samsung s3).
I have wi-fi and home and at work.
Let's assume that my recipient have the same.

Currently I don't have data plan and use T-mobile "pay as you go".
Unfortunately T-mobile charge me ridiculous fees for each minute or text message even if wi-fi is present.

So if both phones are online then I want to do free calls and text messages over internet without being charged by T-mobile.
One of such applications is a Skype. However it's blocked at my work, need alternative.
Also Skype is not so good for text messaging, so need alternative.

I heard about having two providers (two sim cards), one is cheap "inside of town", second national wide, like T-mobile.
Basically it's my ideas, may be there is another approach.

I don’t know how old Android phones work, but old iPhones that are no longer connected to a phone plan still work over WiFi. You can use Skype, iMessage or Facetime. The trick with those services is the person you’re contacting has to be using the same system. An iPod Touch does the same.

Another option would be to use your laptop, if you have one. Skype for example has a chat (quasi IM) feature that works on both a laptop and a phone. Same for video calls.

There are a number of Voip apps that can be used with google voice - GrooVeIP and Talkatone comes to mind. I believe talkatone also provides SMS.

Goggle Voice works well, gives you free nationwide, plus you can get an OBi and use the same number as your home phone service for free.
