There are PLENTY that do not have GPS. I own three different newer model GSM phones which don't!

Possibly, yes. Two of my phones without gps are on at&t and the other is on sprint.

Because of FCC regulations about Extended 911 (aka E911), At&t did not elect to use GPS to comply with the requirement, they chose a different method (can't recall how it is done without GPS). VerizonlSprint, did implement GPS in their devices to comply with the laws and that is one of the reasons they do not activate non-branded devices on their network.

I think they just use good old triangulation. As long as the phone can provide 911 with it's location within a certain distance, and within a certain amount of time from the time the call is initiated, it is allowed.

It comes down to how the carrier chooses to comply with E911 rules, it is not up to the consumer. Verizon, for instance, does not use triangulation for E911 and that's why they require their modern phones to have GPS chips/features.

Exactly, I meant that from a handset standpoint, not from a consumer standpoint.

The handset has to comply with the rules, and the carrier has to determine which handsets to allow on their networks based on how they decide to comply.
