I recently tried the Pocket app which allows you to save web pages as flat files. It worked okay for articles. They say you can save videos by going to a Youtube video and then saying Share To, Add to Pocket. However I could never play the video. Pocket would say it was unable to play it back.

I wasn't sure if I was doing it right, because don't you have to watch the video once, to load it, before you can save it to pocket? I mean, do you press Share To before or after, or during, watching the video the first time?

It's also possible it didn't work because I have an older Android.

Have you been able to do it?

I'm confused. You're looking for an Android app that will ..
save web pages as single html files,
or save Youtube videos, (as video-format local files you can re-watch as wanted).

Or is it that you want to save a YouTube page with it's video file?

For my PC, I have an add-on to my browser that lets me save YouTube video files to my local machine. It does NOT need for me to watch the video all the way through, some times I do have to start viewing it, (for the add-on to detect the streaming). So I'm guessing you should be able to find an Android app that does something similar.

It either wasn't working right or it wasn't explained fully.

Can you recommend a free Android app that does save youtube videos for sure?
