How to UNDO and retrieve this contact back? My phone says that my info was last backed up to the cloud 4 days ago. Surely there must be a way to retrieve my accidental deletion?

What specifically did your phone indicate?

The GS4 (I have one), is an Android phone that, like all Android phones automatically sync (not backup) to the Google account to which it's linked.
Change the contact on the phone, the contact in the gAccount is changed in seconds, and vice versa. Use your PC and log into the gAccount, change the contact, and your phone is updated in seconds.
Delete the contact in one place, it's gone in both in seconds. Your calendar, contacts, tasks, and email are all from the gAccount, and echoed (sync'ed) to the phone.

However, there are also backup services. Verizon has one, and there are special apps also. I use one that is bundled with anti-virus protection. This makes a copy on their website as often as scheduled (for me, 1/week).
If you have a backup service/app, and your contact was made older than your last backup, they you need to go to it and read the instructions on restoring the backup info.

Last resort, if you've called or messaged that person recently you can just log in to your account online and view your call logs to find the number.

Yes...this is precisely what I want to know. Where are the instructions for accessing the backup info, please?

Did you install and configure a Backup App?
If so, try looking for a help screen. Look for "Restore Data from Previous Backup".
You could also try to find that app's website. The websites usually have better help / instructions than in-phone screens.
