Second-generation 2G cellular networks were commercially launched on the GSM standard in Finland by Radiolinja (now part of Elisa Oyj) in 1991. They were launched on a limited basis in Baltimore and Washington corridor in 1995. They were marketed as PCS or Personal Communication Services.
So Europe and in particular Scandinavia was maybe 7 years ahead of the USA at the time.
