That person wasn't in recent calls. Is there an option in settings/phone/block to manually add any number that I'm missing?

I'm not aware of an easy way. Do this. I just tried and it worked:

Add contact
Press Block while they are a contact
Verify they show up in blocked list under settings, phone, blocked (it will show up as contact name)
Delete contact
Verify number is still there (it will now show up as the number only, no contact name)

I just added a contact named bob ph# 888-888-8888. I hit block and it showed Bob under blocked. I then deleted bob as a contact and it now shows 888-888-8888 as blocked.
