i have a gingerbread based galaxy. i use apps like google maps and waze but they seem heavily reliant on internet access. if i turn data off in my fone, is there a way to get it to act like a regular in car gps system ?

To avoid using data in that situation, you have to use a GPS that preloads its maps. Maps can take up several GB of storage on the device.

Are you concerned about connectivity? (Keeping a link to the Internet)?
Or the data requirements such link consumes?

Connectivity:
The smartphone must have access to the Internet to update the maps as you drive around. ... Or,
With Google Maps, you can define an area and have the road data of the maps saved. ("Tips and Tricks" then "Save Offline Maps" to learn how.)
You don't save all the non-road data that you can normally see in Google Maps for PCs, and the area is limited to about a county's area, and you need the storage space this extra file will use. 1/2 of my city was 13 MB, tiny vs the 32 GB (32,000 MB) memory my phone has.
However, This is a great idea if you're planing to travel and navigate in areas where your data would incure Roaming fee$.

Data Consumption:
My smartphone's data plan is for the least offered, since I have it set to do all data only when connected to WiFi (work or home), so the only data it downloads is for my Navigation, which I use every time I leave my house.
The data consumption is 5-10% of that 3 GB, per month. A miniscule amount that shouldn't be of concern.

i live in an area with bad cell service and a non-lte fone. whenever i try to use navigation it either takes very long or i get a pop-up message saying 'unable to communicate with routing server at this time'.
my parents tomtom works without internet.

Try Nokia (Windows phone), works very well without data connection. Just download the maps and Here Drive app (no additional cost). You can even search (e.g. nearby Walmart) without data connection.

Storage isn't a problem. The map for each state is about 100-300 MB. You can always get a microSD card if needed, not every phone works like iphone.

I still use a Garmin Nav. All the maps are pre-loaded and it's fast.

Buy a car GPS? They are only 50 bucks on black friday. Otherwise preload maps. I still have my 7-8 year old garmin.
