When I use the internet function on my smartphone it often drops the connection or I get a redirect to at&t saying I don't have a data plan.

I don't have a data plan, I use wifi when I'm at home.

Since I seemed to often only have 1 bar in the apt I got a new router. More bars. But now it redirects constantly.

I don't know whether this is the old problem or i have set up the new router?

Try putting your phone on Airplane mode and then turn on Wi Fi. That way your phone won't redirect to ATT.

I don't think you are connected to your wifi properly. Disconnect and reconnect.

What kind of phone do you have? Are you sure you're actually connected to your new router?

On iOS you can disable cellular data under Settings -> Cellular
