Transferring your number, or porting it into Google Voice, will cost a one-time fee of $20, payable through your Google Account. Unfortunately, you have to port a landline to cell number before porting to google voice.
Selectel Wireless is a former PagePlus master dealer that launched as a Verizon Mobile Virtual Network Operator (MVNO) in May, 2013. They have a good plan which is $75 for 365 days 2000 minutes and 2000 texts.
If you have a landline number
(1) Port your landline number to Selectel Wireless and sign up for the $75 plan.
(2) Port your number from Selectel to Google Voice and pay $20 fee.
(3) When you get a new number from Selectel forward your calls from Google Voice to Selectel.
(4) As long as you answer Google voice from wi-fi there will be no charge. But if you need to take a phone call via cellular you can answer the call from Selectel and work down your 2000 minutes.
The Selectel will give you an emergency cellular backup to Google Voice/Hangouts. Use it sparingly because 2000 minutes over 365 days is only 6 minutes per day.
You can use two different phones or one Android phone that carries both Google Voice and Selectel. There will be different apps on the phone.
