I have two phones, one old one and one new one which is my present phone.

I would like to transfer two APPS (they work together, one is the unlocker after you pay for it)
After transfer remove apps from the original location.

Apparently, the two APPS can work on a phone that is not connected to provider!

How do I do this ?

Phones:
Old one - LG VS980 4G --_Android version = 5.0.2 (NO sim card)
New one - Samsung SM-910V -- Android version = 6.0.1 (With sim card)

Sign in to the app store with the same account and download the apps you want onto the new device.

What he said. Once you buy an app you can install it on as many phones as you want. No need to remove it from the old one.

When the old phone does not have a SIM card and is not used anymore like a phone with a provider, you can not download from Google Play Store.

I tried and it kept saying that Play Store should be updated, which you can not because no connection ...

Just switch on wifi. A sim is entirely unnecessary.

Android 6 or greater backs up apps automatically but your old phone is Android 5, so you might want to use an app like App Backup Restore or something similar, if you do not want to download apps individually, to your new phone.

Google usually does this automatically when you set up a new device. You may have to do a factory reset if you want Google to do this. Otherwise you can find your apps in your Google account under "My Apps & Games", then the library tab. Or you can log onto Google Play on the desktop and remotely install the apps in question to your phone.
