Over the past few months I've attended events in Phoenix at State Farm Stadium, Chase Field and Sloan Park. At each venue I was not able to access the internet, send texts or use apps upon entry on my Android. Today while at Sloan Park it was dead zone unless I was hanging out by the fence on the east side of the stadium. T-Mobile is my carrier and I don't have issues elsewhere. Also no problems at Gila River Arena. Given that Sloan Park is open air I found it very curious. It cannot be mere coincidence that internet related functions cease upon entry and then magically work again once I leave.

This must not be unique to myself nor locally to Phoenix. Curious if anyone else experiences this and what might cause the issue. Given that I have no problems with one local arena but with others I am wondering if some aren't blocking access somehow.

They aren't blocking access. In this day and age they don't want to block access. How will you share on social media what a great time you are having? It could simply be the cell towers were congested.
