I have notifications set for different sports apps so i can receive notification when a team scores. Sometimes I notice the notification doesn't come through and once I restart the phone I start receiving the notifications again.

anyone know why this is happening?

You'll probably get more people helping, with better help, if you provided more details.
What provider are you using? Does this happen at home? Work? other places?
What phone are you using?
When this happens, do you also notice a surge of postponed texts arriving?

It may be that your apps can't connect to the Internet for a bit, and thus are quiet until they re-connect, and then all their notifications hit you all at once.

If the issue is this, a way to fix it is to turn on Airplane mode for a few seconds, which turns off the wireless data connection and then turn Airplane mode back off. This forces the phone's data connection to drop and reconnect.

I have occasionally had to do this with my wireless phones for years. It's a much faster fix than powering the entire phone off and on!

Looks like that phone is still on Android 8 Oreo?
Check to see if the app has been battery 'optimized'. If so, turn it off.
