They don't call themselves so they probably don't know (or care) how to check on the VM messages.
Nowadays people call less and less, so they might not even miss the ringtone of an actual phone call...
Did you try to text them and let know that their VM was full?

I spoke to one person whose voicemail is full, and I told her, and her reaction was: "Oh." So I did not pursue the conversation about that. But if I do call again and find that her voicemail is still full, I'll have to bring the issue up. If she doesn't respond reasonably (she's not a long-term friend), my reaction will probably be: oh, well. :-)

Just send a text message instead if she doesn't answer the call and it goes to VM.
