I have an old cell phone that works, but no service for phone calls or text. I can get email when near my wifi connection. So the question is: if I'm traveling with the phone and it has power, can I connect with 911 in an emergency?

Yes, the phone could be inactive but as long as there is an available cellular connection that is compatible it is federally mandated that 911 calls can be placed at no additional cost.

Now if the phone is an older, analog device it might not have any coverage, but I digress.

That is incorrect. The phone can only receive calls/messages if the phone is active, but it can still place 911 calls if it is inactive.

Funny, because I had a deactivated phone that did receive an emergency alert. Which is how I know it's possible. I had it charged up to pull data from it, and it started screaming along with my other phone.

Perhaps either an Amber or a severe weather alert which would be a mandated feature by the FCC. My point is that a friend could not call or text you on an inactive phone (I am not referring to using a WiFi connection). No need to go into wild tangents to try to prove a point.

I'm not going into "wild tangents." Since you wanted to call me a liar, I pointed out (briefly, and definitely un-wildly) why I said what I said. I also didn't refer to a friend calling or texting. I said:

Actually, they WILL receive emergency alerts; if turned On. I have two unused Verizon cell phones I was using as clocks via an Alarm clock app that were getting emergency weather and Amber alerts. Had to go into the phones' systems and turn off the alert features. And I haven't had Verizon for almost two years now.

Yes dial-out to 911 works, but I wouldnt bet my life on it working. Also, 911 cant call you back, so that might be the reason you die, because the dispatched emergency personnel couldn't locate you.



Yes, Amber/Emergency Alerts are still received on wifi-only cell phones with no data plan and no SIM card. I have several and have recv'd alerts in the past year on these phones. When you upgrade to Android 9/10, there are SIX categories of alerts. You cannot disable Presidential Alerts

(well yes you can if you root the phone).


But I would only carry a fully-functioning phone if I felt like my life depended on it.
