It's a problem with the SSL/TSL protocol "handshake". Could be caused by the configuration of your phone, or worse, the SSL/TSL certificate for your Android version has expired (on an older phone). A couple things you can try;

Make sure the time and date on your phone is exactly right.
Alternately, if it's an older version, try putting in a date from last year to see if it's an expired certificate. That's what I have to do to make my old Samsung tablet connect to public wifi. Since the certificate expired in May, I just change the date to April and uncheck auto update for the time. It's weird, but if the tablet doesn't report that it's expired, then it works.

Clear out all your cached browsing data

Last resort, reset phone to original factory settings. I'd back it up first.

Hopefully one of these will work for you, but Google the issue to get a better understanding of it. I'm not a techie so can't explain it well, but I have had the exact same problem, this was the issue, and these steps solved it.

Yes - I say DROID referring to Android OS 10 - which is what the phone runs and they just came out with the Stylus so it is - or should be - a pretty new phone, which I bought brand new only a few months ago. But it has been nothing but problems - so it is going back.

I wanted to buy a Motorola phone but I read that they are no good. Guess wil stick with Apple
