It would be pretty scandalous to release a phone, call it new when in fact it was just a rebranded older phone. And people would know it day 1. And report on it. There's no way ANY company is sneaking that past the nerds in the world.
I read that a new iPhone SE 2023 was leaked and scheduled for April 2022. Not sure what to do. I wanted one with a working speaker and a better battery earlier than then, but I also don't want to pay for a phone that will be outdated in April.

Are you suggesting the next version of the iPhone SE would be obsolete in April of this you? My mom has the SE 2020 and there is no indication it won't stop operating for years to come.

Dontask is correct... it's going to be 3-5 years before that phone is considered 'outdated'. If not longer...Apple supports phones for a long time.

The rumor is that the SE 2022 will be a smaller, less expensive version of the modern phones, while the SE 2020 is an overpriced, outdated, piece of garbage. If I replace my iPhone 8 now with an SE 2020, I'll be stuck with an outdated phone, when I can get a modern phone if I wait until April. But I have a reason why I don't want to wait until April. So I have a real dilemma and no good solution.
The SE is always a lighter, lighter version of the phone that is currently out. It is still a very capable phone. I don't know about this 2020 business but the current iPhone SE that Apple sells is called... the SE. And it's very capable and should last you many years. However this is why they are $400 phones... they aren't meant to last 10 years...

I'm referring to the current SE as the SE 2020, and the upcoming in April SE as the SE 2022, to differentiate them from each other and from the original SE (2016).
