Well I download pictures all the time from my iphone to my computer via facebook or photobucket. You can then get the pics off of photobucket to your harddrive. I bet there is some sort of application out there that would do it.
I think what the OP wants is a phone that can connect to a laptop through bluetooth (i.e., wirelessly) to download pictures to it. Any phone that can take pictures and has service can send the pictures to an email, but this is tedious to do one at a time. And unfortunately, many phones that are sold in the US are 'crippled' by the carriers so that they don't work as intended, meaning their ability to connect to a pc using bluetooth may be disabled. The gist is that Motorola's bluetooth was crippled so that it only allowed you to attach a headset, and you had to pay $60 to be able to connect the phone directly to the computer.
But anyway, yes there are phones that do this. The iPhone can be attached to any computer usb port to upload pictures to the computer, for example. The OP should probably visit a cell phone store to get more information about specific models.
Or do like I do: take the memory card out of the phone and plug it in to an SD slot on the computer and transfer the pictures that way. If you don't have an SD slot, USB adapters are pretty cheap over at Amazon.
Just the other day, I transferred a pic from my phone (Samsung Blackjack II) to my computer, printed it out, and put it in a frame. Took all of two minutes -- a completely harmless process.
I have a pre-paid Samsung u-430 and I'm on a strict budget. I, too, wanted to upload pix directly to my pc(in this case, a Mac). I understood that I would need new pc software in addition to the usb adapter cord in order to do this. It that so? I wanted to avoid the upload fee for emailing the pictures as text messages .

The Samsung Rant has Bluetooth and I can download to my computer from it without a cord.
