The neighborhood has no pool, park, or community area. The homeowners assoc. here is extremly bad. Since we've lived here for the last five years, the have not done their part in any aspect of their responsibilities. However, if you are late or behind on your fees you will have a lien put against your home. If you leave your trash can in a visible sight on any other day than trash day, you will receive a $50 penalty per day. Neighbors that have had above ground pools for the last 4years or less have been instructed to have them removed or the will be penalized $145 a day until removed. You are given very little time if any to comply with their rules and as a new homeowner beware they will not provide you with a copy of the covenant and restrictions untill the fine you. They tell you they are available on the net at www.scottsmill.net (broken link), however I have been unable to discover any such copy to date. The do not enforce the no solicitation rule as someone comes by once a week or more trying to sell something. When the hand out alot of fines for Mold/mildew on the house for example, a block captain that oversees such things, passes out flyers the following day to come by and pressurewash your home for $80 dollars and up. The homeowners assoc. seem to me to be a scam to allow those within to put some non-taxed money in their pockets. Forget writing them a bad letter or dispute, because then their harassment begins on an extreme level of fines and threats. In the end it is always your choice to move here, My suggestion is to not do so....

if i am correct, and if Scott's Mill is located off of Hwy 78, we looked at a home there once, and we went outside to the backyard to check it out and all we could hear were dogs barking. I believe they are located very close to the Humane Society and that is where the dog barking was coming from. It made me sad to hear them, so needless to say we looked further....

Default You are crazy, man-

Scott's Mill has become one of the best places to live within the last year because of 2 things- an active volunteer board & ARB and great management.

Sounds like you may be a little sour because you were one of the owners called out for not maintaining your home. Maybe you shoud run for the Board next year if you are so unhappy with the current situation.
