Default Livibility Court

I recently found out that the City of Charleston has a Livibility Court. Has this court been effective in reducing quality of life crimes? If it has been effective, why haven't other cities created similar systems? It seems like a better way to take the burden off the courts that have to deal with more serious/violent crimes. Here in NYC, we implemented a 311 system not too long ago for non-emergency complaints, but it doesn't seem to be doing any good.

Sorry, folks. I just realized my error. It's obviously livability, not livibility! Blame it on the lack of sleep from the noise below my bedroom window . . .

Yes, it's effective. It's truly only useful against those people who are just completely lacking common sense, respect and decency as a deterrent/punishment. Most respectful people would resolve/prevent the problem long before getting the court involved.
