It's really ridiculous when your HOA pool is closed down for a weekend because the copper landline phone that Dorchester county requires is busted. The rules are written that you cannot use a mobile phone, VOIP line, internet line or a phone line from a cable company like Comcast. If has to be a classic copper based line which the average home does not have anymore.
Dorchester County needs to wake and rewrite that antiquated rule. Frankly the way AT&T maintains their copper these days it's way less reliable than a mobile phone.
So our pool got shutdown earlier today when DHEC did a check on the phone that was last working this past Wednesday. So one of the hottest weekends this year and a community with 450 homes can't use the pool because AT&T can't get their act together and fix the phone line until next week! Even if AT&T fixed the line tonight DRES needs to verify the lines works and they don't work weekends. Talk about a bunch of silly non-sense this takes it all.

I agree the phone line probably is but to restrict the phone to being a copper line is old school tech that is not that reliable these days. Dorchester could at least allow a 2nd backup line to be from Time Warner/Comcast or AT&T uVerse system incase of an outage. The phone companies don't want to maintain the POTS line anymore. Everything is over the internet these days. Dorchester needs to modernize their rules. And frankly who is going to call 911 on a landline? If there is an issue more than likely they will use a cell phone.

I'm not debating that you need a phone, my argument is the type of phone. Since AT&T can't manage to keep a copper line phone working and they don't fix those types on weekends why would DHEC require it? Look at what the telco's keep lobbying for with copper, they want to eliminate it. There is no reason to exclude phones from cable companies or even a mobile device at the pool. No wires to cut if it's mobile. And since it's 911 all mobile phones can use any carrier to make the call. So if one carrier is down it will use another one. It's much more reliable than a copper line.
The point is DHEC noticed there was no working phone when they called. They don't care if it's fiber optic or copper.

But from your earlier post that's not why they shut down your pool. They called and found the phone disconnected. It sounds like your pool didn't have anything going on.

I never said they shutdown our pool because of the style of phone. The line was not disconnected, it's not working.
We are plagued with the copper line going down often as are other subdivisions in the area. These copper lines are old and even the telco's are telling the FCC they want to stop maintaining them. I don't know anyone that still has a traditional phone line. Most use their mobile line or a VOIP line from Comcast, Time Warner(Spektrum), AT&T uVerse or Verizon FIOS. Since mobile technology will use any carrier for a 911 call it seems logical to me this is a more reliable device for emergency calls. At a minimum DHEC could modify the rule and say a backup mobile device could be used for X days if the copper line is down. To lose the use of a pool for the entire weekend because of this antiquated rule is ridiculous.
