I visited Charleston last week after a 20+ year absence (I used to live there), I remember the Highway Dept. was on Pinehaven, next to the County Police (now County Sheriff's) HQ - Highway moved to Leeds Ave., across from the County Jail. Oh, my God, has my city changed!
