A February 2009 Town of Mt. Pleasant Report comments as follows:
Whitesides Elementary School: The needs assessment plan recommends purchasing the old
Whitesides Elementary School building and surrounding land and moving the Recreation
Department’s Program Division functions from the Darby Building to the current Whitesides
facility and that the Darby Building be converted into a museum and meeting/event space. This
is found on page 3 of the executive summary, paragraph 6 (See attachment 7).
The committee supports this purchase and renovation and ranks this as a high priority project.
A number of scenarios regarding the purchase of Whitesides Elementary School are possible.
The committee defers to the Town’s administration for the execution of the most economically
feasible option. Possible options include, but are not limited to:
• Trade the old Wando baseball field for the Whitesides property. The Wando JV and B
teams use this field during the spring season, while Recreation Department teams use it
exclusively during the late spring, summer and early fall months. If this option is
adopted it is recommended that a binding agreement be made allowing the Recreation
Department priority on this field during these times.
• Use ½-cent sales tax dollars to purchase the Whitesides property. The concern with this
approach is that this property is valued at approximately $1M and any of the ½-cent sales
tax dollars used in this endeavor would decrease the amount of funds available for the
purchase of property on Rifle Range Road (discussed later in this report) as well as right
of way purchases to support walking/biking paths.
• Negotiate with CCSD for a trade of services in exchange for this property. Services
offered in this trade could include use of the Town’s swimming pools, multi-purpose
fields and old Wando baseball diamond.
If this property is acquired, the committee recommends that renovations to the interior of
Whitesides Elementary School be completed after careful consideration of Recreation
Department’s programming and activities needs.
I am not aware of another school being built on Rifle Range Rd.
