Can we live in a RV as long as it has running water, and sewer hook ups.

Not within the city limits of Charleston. The city doesn't even allow mobile homes so I'm taking a guess than an RV is out too. Outside the city limits of Charleston, you would need to check with the city hall in the community you are thinking of, or check with the county clerk in an unincorporated area.
