Yeah, I think it's wishful thinking on the DMV's part. I registered my SUV at the Rural Hall office. They never asked for any driver's license let alone a NC one, which I didn't have anyway. All they asked for was my NC address, insurance company policy number, out-of-state title and money. It might depend on which office one uses.
