it seems your hoa has went wild. you can contact the secretary of state . that is where hoa's are register and find out if you can file a complaint, get as many owners as possible to sign.your hoa is bound by laws that regulate them. there is corprate law i think is nc statutes 55 and planned community nc statutes 47 then your hoa bylaws. if the hos is broke then it should be desolved. if the board works for the members!!the members need to call for a meeting and vote and record all actions then if you vote the board out and they want go call the police or have papers served on them. if you dont know how to work the legal system you will have to get a lawyer

hoa's are bound by law. it must be in you ccr's about the cat and smoking. however a recent case the court said hoa could not tell you what to do inside your home. if your cat goes out there maybe a problem. hoa are regulated under statutes 47 and 55 under nc law and you bylaws.

I, too, would (and do) avoid that area at night. Too many crimes, too many criminals, not enough law enforcement. You don't want to break down around there at night, or get a flat tire.
