well, way to enable that.

there are many ways of keeping a dog confined without
chained said dog to a tree.

perhaps the corgi mix you rescued was trying to break away
to find his way home , stranger things have happened.

I am in full agreement that this is a law needed due to people having a lack of
commone sense.
it is a proven point what chaining does to dogs, nothing good.

Of course there are many ways. Not all of them work for every dog.

I guess you would prefer "problem" dogs just be euthanized?????

Not everyone has access to Cesar Milan so thousands of dogs every year are nuked in this state. I say - better those dogs have a second chance tethered in someone's back yard, as long as the dog is not being abused and has socialization, food, vet care, etc.

People who are abusive to animals are not always reported or caught up with. At least with this law, something has been outlined as to standards.

being that I that do rescue and some training I am fully aware of how
many dogs are put to sleep in these parts of USA.

way too many. majority of those are dogs with fantastic temperament that would have no need
to be tied to a tree to keep everybody safe.

socialization for a back yard " tied to the tree" type of dog is
an oxymoron.
