I would think there would be a better way to go about this besides getting married again. Not sure what the answer is. Technically there isn't such a thing as a wedding certificate but instead a wedding license. You don't need witnesses for that but you do need them for the wedding ceremony after you have the license.
I would check with your employer to see if there's another method perhaps through an affidavit of some sorts.
If you were legally married in another country you might not legally allowed to get married again just to create a document for benefits.
I would check with your HR department for alternatives than getting married again if your current marriage is legal. Otherwise your second marriage might not be legal.
