I read the article, is this some sort of a concert series that there is a list of scheduled performers somewhere?

Not really a "concert series", more like just a big cocktail party at the end of the work day (though there is always music of some kind to set the mood!)

Are you aware of any free or cheap outdoor concert series in the Queen city? I have to admit this was something I took for granted back home, and we were too busy getting settled in and starting jobs, ect to look into that too much last summer.

Well, in June and July there is the Symphony in the Park at the bandshell behind Southpark Mall. Some people go early in the day to spread out their blankets and come back later in the day with dinner picnic baskets

A lot of the little shopping centers have them on weekend nights through the summer. I don't know where you are located, but they have them in Stonecrest and Blakeney, and down on my side of town in Rivergate. We also have live music by the pond in my neighborhood (Berewick) once a month in the summer, and there is a concert series in Tega Cay once a month at Runde Park, and they have all kinds of vendors and stuff for kids as well. It starts in May.
